The fundamental difference between a raffle and a lottery is that a raffle always has a winner. That is because all purchased tickets will enter into the raffle draw and one of them will be selected. On the other hand, a lottery doesn’t have to always have a winning result. For example, this week’s lottery is a number combination that nobody has selected for their entry. That is the only winning number combination of the week and, if no one selected it, there is simply no winner.
